sont verrouill\u00e9s, les \u00e9changes avec l\u2019\u00e9diteur SaaS affichent des erreurs incompr\u00e9hensibles. Les \u00e9quipes pensent d\u2019abord \u00e0 une maintenance. Dix minutes plus tard, la supervision montre une d\u00e9ferlante de connexions anormales. Puis les \u00e9crans virent au noir.<\/p><p style=\"font-weight: 400;\">Ce n\u2019est plus un incident. C\u2019est une crise.<\/p><p style=\"font-weight: 400;\">\u00c0 cet instant, la question n\u2019est plus \u00ab que se passe-t-il ? \u00bb, mais : qui dirige ? qui d\u00e9cide ? et sur quoi s\u2019appuie-t-on pour survivre aux cinq premi\u00e8res heures ?<\/p><p style=\"font-weight: 400;\">Dans beaucoup d\u2019organisations, grandes comme petites, la v\u00e9rit\u00e9 est brutale : la direction d\u00e9couvre en direct qu\u2019elle n\u2019a ni plan test\u00e9, ni mallette op\u00e9rationnelle, ni gouvernance claire.<\/p><p style=\"font-weight: 400;\">La bascule est imm\u00e9diate : il ne s\u2019agit plus de corriger, mais de tenir, d\u00e9cider, documenter et pr\u00e9server les preuves.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div optionnelle<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-8a2ca56 syd-sticky-section-no elementor-widget elementor-widget-text-editor\" data-id=\"8a2ca56\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p style=\"font-weight: 400;\">Les obligations europ\u00e9ennes sont claires et convergentes.<\/p><p style=\"font-weight: 400;\">NIS2 impose la notification d\u2019un incident significatif \u00ab sans retard indu et au plus tard dans les 24 heures \u00bb (art. 23).<\/p><p style=\"font-weight: 400;\">DORA, beaucoup plus prescriptif, consacre un chapitre entier, le Chapitre II sur la gestion des risques TIC, \u00e0 la gestion de crise, \u00e0 la r\u00e9ponse \u00e0 incident, aux communications d\u2019urgence et aux notifications obligatoires.<\/p><p style=\"font-weight: 400;\">Le RGPD, enfin, impose de notifier toute violation de donn\u00e9es personnelles dans les 72 heures (art. 33).<\/p><p style=\"font-weight: 400;\">Une organisation incapable d\u2019activer une gestion de crise cyber ne se trouve donc pas simplement en difficult\u00e9 op\u00e9rationnelle :<\/p><p style=\"font-weight: 400;\">elle devient non conforme \u00e0 trois cadres majeurs (NIS2, DORA, RGPD).<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-6e095e6 syd-sticky-section-no elementor-widget elementor-widget-heading\" data-id=\"6e095e6\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Communications critiques : s\u00e9curiser imm\u00e9diatement les \u00e9changes<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-0b3c104 syd-sticky-section-no elementor-widget elementor-widget-text-editor\" data-id=\"0b3c104\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p style=\"font-weight: 400;\">Les crises r\u00e9centes montrent que l\u2019effondrement de la communication aggrave la crise autant que l\u2019attaque.<\/p><p style=\"font-weight: 400;\">ENISA recommande l\u2019usage d\u2019une messagerie s\u00e9curis\u00e9e r\u00e9pondant \u00e0 huit crit\u00e8res structurants : chiffrement de bout en bout, authentification forte, auditabilit\u00e9, partage s\u00e9curis\u00e9, code source ouvert, archivage, compatibilit\u00e9 multi-OS, mod\u00e8le \u00e9conomique p\u00e9renne.<\/p><p style=\"font-weight: 400;\">Ce n'est pas facultatif.<\/p><p style=\"font-weight: 400;\">DORA impose que les communications de crise soient s\u00e9curis\u00e9es et r\u00e9silientes.<\/p><p style=\"font-weight: 400;\">NIS2 impose l\u2019usage de moyens de communication s\u00e9curis\u00e9s voix \/ texte \/ vid\u00e9o.<\/p><p style=\"font-weight: 400;\">Dans les cinq premi\u00e8res minutes, un r\u00e9flexe vital est donc la bascule vers un canal d\u2019urgence s\u00e9curis\u00e9, ind\u00e9pendant du syst\u00e8me compromis.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-7d5501c syd-sticky-section-no elementor-widget elementor-widget-heading\" data-id=\"7d5501c\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">D\u00e9clenchement : qualifier vite, sans improvisation<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-7cd8bcc syd-sticky-section-no elementor-widget elementor-widget-text-editor\" data-id=\"7cd8bcc\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p style=\"font-weight: 400;\">La qualification d\u2019une crise ne doit jamais d\u00e9pendre d\u2019un ressenti ou du volume d\u2019appels.<\/p><p style=\"font-weight: 400;\">L\u2019ENISA recommande de s\u2019appuyer sur des crit\u00e8res de s\u00e9v\u00e9rit\u00e9 harmonis\u00e9s :<\/p><ul><li style=\"font-weight: 400;\">nature de l'incident<\/li><li style=\"font-weight: 400;\">cause plausible<\/li><li style=\"font-weight: 400;\">impact<\/li><li style=\"font-weight: 400;\">d\u00e9pendances critiques affect\u00e9es,<\/li><li style=\"font-weight: 400;\">propagation potentielle<\/li><li style=\"font-weight: 400;\">\u00e9tendue g\u00e9ographique<\/li><\/ul><p style=\"font-weight: 400;\">Ces crit\u00e8res d\u00e9clenchent l\u2019escalade, les ressources, les obligations de notification.<\/p><p style=\"font-weight: 400;\">DORA exige \u00e9galement que la qualification soit int\u00e9gr\u00e9e dans la proc\u00e9dure de gestion de l\u2019incident.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div sous pression<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-d0b5a6d syd-sticky-section-no elementor-widget elementor-widget-text-editor\" style=\"font-weight: 400;\">Le kit de crise n'est pas symbolique : il est vital.<\/p><p style=\"font-weight: 400;\">Elle doit contenir les documents essentiels hors ligne : plans d\u2019astreinte, r\u00f4les et responsabilit\u00e9s, matrices d\u2019escalade, mod\u00e8les de messages, contacts autorit\u00e9s, mod\u00e8les RTS\/ITS DORA, cartographie des services critiques et d\u00e9pendances SaaS, documentation de confinement, proc\u00e9dures de d\u00e9connexion d\u2019urgence, mod\u00e8les de notifications.<\/p><p style=\"font-weight: 400;\">DORA exige que toutes ces informations soient
